Winter street maintenance in Tallinn 2025/2026

Starting from the 2025/2026 winter season, the City of Tallinn will take responsibility for snow and ice control on all city-owned roads. The goal is to ensure a consistent level of maintenance and a safer urban environment for all road users.

Winter maintenance is supervised by the Tallinn Municipal Police in cooperation with the Urban Environment and Public Works Department.

Overview of winter maintenance

  1. The city is responsible for clearing snow and ice from all city-owned sidewalks.
  2. Work on additional sidewalks will begin on 1 November 2025.
  3. All notifications can be submitted via 14410 or annateada.ee (select “muu / other”).
  4. Supervision includes on-site inspections, GPS tracking of maintenance vehicles, and photo documentation. A camera system is used to verify snow removal volumes.
  5. Property owners remain responsible for raking leaves, removing icicles, and maintaining access roads to their properties.

Service status

  • Roads: Maintained year-round according to existing contracts.
  • Sidewalks (city property): Prepared for operation; maintenance begins 1 November.
  • Snow removal: Conducted as needed; locations are coordinated and monitored via camera system.

The previous public map service is currently closed, as the city now maintains all its sidewalks. A new map view is in testing.

Roles and responsibilities

  • Urban Environment and Public Works Department (KEKO) manages winter maintenance for main roads, cycle paths, and high-traffic areas, and coordinates the overall supervision framework.
  • District governments manage maintenance on smaller local streets and public spaces, including newly added city-owned sidewalks.
  • City contractors carry out snow clearing and de-icing according to contract terms.
  • Property owners continue to maintain areas connected to their property (leaf removal, icicles, access paths).

Supervision and quality control

  • On-site inspections by KEKO and district governments.
  • GPS tracking of maintenance vehicles to verify contract compliance.
  • Photo evidence may be required from contractors to document completed work.
  • A camera-based monitoring system is used to verify actual snow removal volumes.

Although the supervision workload has increased, on-site inspection remains essential and is not replaced by remote monitoring alone.

Anti-slip and de-icing measures

The city performs de-icing and anti-slip maintenance on city-owned roads and sidewalks according to maintenance contracts. Depending on conditions, either grit or mechanical methods are used. Particular attention is given to high-traffic areas such as bus stops, schools, kindergartens, and hospitals, to ensure safe movement for everyone.

Snow removal

Snow removal is time- and resource-intensive. Whenever possible, snow is temporarily stored near the cleaning area (for example, in unused parking spaces) and transported to snow storage sites when needed. Snow removal logistics are planned to minimise transport distances, and removal volumes are verified through the camera system.
